The UN Security Council, by its resolution 1528 of 27 February 2004, decided to establish UNOCI as from 4 April 2004. UNOCI replaced the United Nations Mission in Côte d’Ivoire (MINUCI).
One of its tasks is assistance in the field of human rights, i.e. “to contribute to the promotion and protection of human rights in Côte d’Ivoire, with special attention to violence committed against children and women, to monitor and help investigate human rights violations with a view to ending impunity, and to keep the Security Council Committee established pursuant to paragraph 14 of resolution 1572 (2004) (the Committee) regularly informed of developments in this regard.”
It has a special bureau dedicated to human rights. The bureau’s work comprises observation, verification and interventions vis-à-vis local and national authorities if these do not respect the human rights. It is also active in capacity-building and helps to establish a national human rights commission. Special attention is paid to respect of human rights of women, children, minorities, refugees and other vulnerable groups of people living in Côte d’Ivoire.
